A conductor’s license is similar to a driver’s license. The LTO issues this document to those who wish to work as bus conductors in the Philippines. This document certifies that a conductor possesses the necessary skills and qualifications to work and assist drivers of buses and other public utility vehicles (PUVs).

The LTO is also able to regulate conductors in the country, just as it regulates drivers and vehicles, especially those that serve the public.

What is an LTO Conductor’s License (CL)?

Conductor’s licenses or permits are issued only to bus conductors. Land Transportation Authority (LTO) issues this under the Land Transportation and Traffic Code.

The LTO issues this license to those who wish to work as conductors to assist the driver in collecting fares, checking and issuing tickets, and ensuring passengers’ and cargo’s safety. In cases of overloading or over-carrying of goods or passengers, the conductors are also responsible.

In the same way as the professional driver’s license, the conductor’s license is a necessary requirement for those seeking employment as conductors. In addition to taking a 20-item written assessment, applicants must attend an orientation or enhancement program, regardless of whether they are capable of driving.

There is no requirement that one be able to drive. Rather, licenses are issued to qualified individuals in order to allow them to legally perform the following tasks:

  • Ticketing, passes, and fares are collected and issued

  • Verifying the validity of tickets issued

  • Taking care of passengers
    Providing assistance to elderly, sick, disabled, and injured passengers regarding boarding, seating, and luggage;

  • Passenger doors are opened and closed;

  • Checking safety procedures before departure

  • The signaling of drivers to stop or proceed when passengers disembark

  • Checking boarding equipment, announcing routes, and greeting passengers
    Making sure safety regulations are followed

  • Resolving complaints and requests from passengers;

  • Assisting in emergency situations or accidents

A valid conductor’s license can be used to secure work under any of the following capacities as stipulated in RA 10930 as long as the guidelines and procedures for issuance of the Conductor’s License are followed.

  • Conductor for buses

  • Inspector of buses

  • Conductor of a cable car

  • Conductor of passenger cars

  • Passenger train guard for railways

  • Freight conductors on the road

  • Inspector of tickets (public transportation)

  • Conductor of trains

  • Conductor of transport

An LTO Conductor’s License Offers the Following Benefits

Obtaining a conductor’s license offers qualified individuals the following benefits:

  • Driving without or with an expired license may carry penalties and legal consequences.

  • The card offers a valid photo ID that can be used in both public and private settings.

  • Renewal becomes easier than obtaining a new license.

  • From five to ten years, depending on the license type, it takes for the license to expire.

  • As a result, the conductors are kept in check, allowing for regulation to be implemented in the industry.

Qualifications for LTO Conductor’s License

Conductor’s Licenses (CLs) in the Philippines require the following qualifications:

  • Age must be at least eighteen (18) years old

  • Physically and mentally fit to work, and free of contagious diseases

  • Filipino and/or English reading and writing skills are required

  • – New CLs and those not renewed for more than two (2) years from the expiration date must pass the theoretical examination

  • There must be no unresolved traffic violations

  • Candidates must have completed the Conductor’s Theoretical Course (CTC) at the LTO Driver’s Education Center (DEC).

  • Alcoholics and drug users are not allowed

  • It must be clean, neat, and presentable

  • For new applicants and those with dormant licenses (who haven’t renewed their CL for over two (2) years): Must have attended and passed the theoretical examination at an LTO-approved driving school or TESDA/LTO accredited training center.

  • For applicants seeking to renew their five (5) year conductor’s license for the first time: Participants must have completed the Conductor’s Enhancement Program (CEP).

  • Renewing a Conductor’s License with Examination [Expired for more than two (2) years] and/or with five (5) to nine (9) Demerit Points: This requires completion of the Conductor’s Re-Orientation Course.

  • Conductor’s License Renewal with Examination [Expired for more than two (2) years] and/or with ten (10) or more, but less than forty (40) Demerit Points: A passing score on the Theoretical Examination and the Conductor’s Reorientation Course is required.

Requirements for an LTO Conductor’s License

A conductor’s license application in the Philippines requires the applicants to secure, present, and submit the following documentation:

  • Form for Application for Permits and Licences (APL) that has been properly filled out

For New Conductor’s License Application

  • The original medical certificate must be presented along with one (1) photocopy sent electronically from any LTO-accredited medical clinic in the United States.

  • Proof of identification must be presented in original and a copy must be submitted as well:

    • Birth certificate issued by PSA

    • Card of Identification of the Philippines

    • The passport

    • Marriage certificate for married women issued by PSA

  • Clearances in any of the following areas:

    • Clearance from the National Bureau of Investigation

    • Clearance from the police

    • Clearance from the court

  • The Taxpayer’s Identification Number (TIN)

Those who intend to change their civil status

  • Marriage contract authenticated by PSA

Change of Address Forms for those who need them

  • Complete address of the applicant for barangay clearance

  • Statement of billing proof

Any other Changes to your Personal Information

  • Submission of one (1) photocopy of each of the following identification documents:

    • Certificate of Birth from PSA

    • Card of Identification of the Philippines

    • The passport

Lost or Mutilated Conductor’s Licenses

  • An affidavit of loss

  • Proof that the license has been mutilated (if available)

For Advanced Renewal

  • A Certificate of Completion of Conductor’s Enhancement Program (CEP) for the initial renewal of a driver’s license with a validity of five (5) years electronically transmitted

  • The original conductor’s license must be presented

  • The certificate of completion of the conductor’s re-orientation course must be submitted by applicants with five (5) to nine (9) demerits

  • Ticket for a plane

For OFWs and Filipinos Living Abroad

  • A photocopy of your passport (first page, visa page, departure from the Philippines, and latest arrival overseas) is required.

  • If an authorized representative is sending the letter, the original letter of authority must be presented

  • The certificate of completion of the conductor’s re-orientation course must be submitted by applicants with five (5) to nine (9) demerits

For Renewal of Expired Conductor’s License with five (5) to nine (9) Demerit Points

  • Upon completion of the conductor’s reorientation course, you will receive a Certificate of Completion

For Renewal of Expired Conductor’s License with ten (10) or more Demerit Points

  • Re-orientation certificate for conductors

  • A copy of the completed Automated Theoretical Examination

Procedures for Securing an LTO Conductor’s License

It is possible to obtain one in person at LTO branches or online via the Land Transport Management System (LTMS). 

The in-person application

By visiting an LTO branch with licensing functions, you can apply for a conductor’s license as follows:

Step 1: Locate your nearest LTO Licensing Center, LTO Licensing Extension Office, or LTO District Office.

Step 2: Check the authenticity and completeness of your documents at the Customer Service Counter.

Step 3: Obtain the Conductor’s License Application Form.

Step 4: Wait for your turn in the queue and secure a queue number.

Step 5: Proceed to the counter when your number is called.

Step 6: Make sure the Evaluator receives all your documentation along with your application form.

Step 7: Wait for your turn and proceed to the Photo/Signature Area to take your picture and signature.

Step 8: When your name is called, proceed to the cashier to pay the application fee and keep your Official Receipt (OR).

Step 9: Take the written exam by presenting the Official Receipt (OR) at the Testing Area.

Step 10: Pay the license fees when your name is called at the Cashier after passing the written exam. Be sure to keep the Official Receipt (OR).

Step 11: Present the Official Receipt at the Releasing Counter to obtain the temporary license or card type license.

An online application is available

It is also possible to apply and renew the LTO Conductor’s License (CL) online through the LTMS portal (nationalidtracking.com), but the Conductor’s License must be claimed at the LTO office chosen.

Here are the steps you need to take to apply online for a conductor’s license:

Step 1: Register at the Land Transportation Management System (LTO-LTMS) portal.

  • The LTMS homepage has a ‘Register’ tab at the top.

  • Select No when prompted for your license/serial number.

  • Please enter your basic personal information, such as your name, address, contact information, and date of birth.

  • The verification link will be emailed to the e-mail address you provided within 24 hours after you register for LTO LTMS.

  • Password creation will be prompted.

Step 2: Use your new password to sign into your account after registering.

Step 3: Log in to the LTMS dashboard and select “Licensing” to access the license application portal.

Step 4: Complete the online licensing application form, focusing on the red marked fields, including the following:

  • Achieving an education

  • The place where you were born

  • Color of the eyes

  • What’s your height?

  • What’s your weight?

  • Contact person in case of emergency

  • Here’s the full address

Step 5: Click ‘Apply Changes’ once you have completed the process.

Step 6: You’ll be redirected to the dashboard, so click ‘Licensing’ again.

Step 7: Review and accept the LTMS’ Terms of Service.

Step 8: After you have completed this step, you will need to select the appropriate details, such as:

  • The type of license (Conductor’s License);

  • A description of the type of application (New Application, Renewal, Record Revision, Replacement, etc.); and

  • It is preferred that you schedule an appointment at the LTO office on the following dates.

Note: For dormant licenses or those not renewed for more than two (2) years, you must follow the same procedure to obtain a Conductor’s License (CL).

An Conductor’s License’s Validity Period

Conductor’s Licenses (CL) issued by the LTO are valid until the licensee’s fifth birthday, unless sooner revoked or suspended. The holder of a Conductor’s License who has not committed any violations during the five (5) year period preceding its expiration is eligible for renewal with a ten (10) year validity period.

Fees to Pay for an LTO Conductor’s License

The following fees must be paid to the LTO in order to obtain a conductor’s license:

The Regular Fee

  • The license/permit fee is Php 585.00.

  • The application fee is Php 100.00

  • Fee for computer: Php 67.63
    The overall total is Php 752.63

Fees for Additional Penalties

  • Up to one (1) year expired: Php 75.00
    Over one (1) year and up to two (2) years expired: Php 150.00
    More than two (2) years expired: Php 225.00

  • On-time Renewal: Applicants pay only the license and one computer fee

  • People with expired licenses that are 1 day to 2 years old must pay the license fee, a penalty, and (1) one computer fee

  • The application, license, penalty, and (2) two computer fees must be paid by reexaminees.

Other fees

  • Php 225.00 for replacement

  • The certification fee is Php 100.00

  • Fee for clearance: Php 30.00

  • The duplicate fee is Php 50.00

  • The cost of revising the records is Php 100.00

Important Reminders

 When applying for a conductor’s license, make sure you’re prepared. Here are some tips and reminders to keep in mind:

  • The LTO Conductor’s License (CL) is a document mandated by the Land Transportation and Traffic Code (IRR).

  • In the Philippines, bus conductors must obtain a conductor’s license from the LTO before they can work legally.

  • Conductor licenses (CLs) issued to conductors during new applications have a validity period of three (3) or five (5) years.

  • A Conductor’s License with a five- or ten-year validity may be issued upon renewal.

  • LTO-LTMS offers online and in-person renewal of dormant licenses.
