As one of the regional divisions of the Land Transportation Office (LTO), Region 8 is also known as the Eastern Visayas Region.As the LTO Central Office manages and oversees the LTO regional agencies, the LTO regional offices manage and oversee the LTO agencies in the cities and municipalities under their jurisdiction.

Additionally, the LTO branch offices in the cities and municipalities carry out the projects and enforce the LTO’s rules, regulations, and policies within their geographical areas of responsibility (GAOR). A key goal of the LTO Eastern Visayas regional office is also to bring the agency and its services closer to citizens, making it easier for both the public and the agency to work together toward a safer, more efficient, more convenient, and more affordable land transport service for residents and visitors alike.

The Eastern Visayas (Region 8) are known for their white-sand beaches, coral walls, and the world’s smallest mammal. The country’s eastern coast is home to the famed San Juanico Bridge that connects Leyte and Samar and is the longest and most elegant bridge in Southeast Asia.

What is LTO Region 8?

Eastern Visayas Region, officially designated as Region 8, is located in southeast central Philippines. The island chain consists of two main islands, Leyte and Samar. As of the 2024 census, it consists of six (6) provinces: Biliran, Eastern Samar, Leyte, Northern Samar, Samar, and Southern Leyte. We know LTO Region 8 (LTO Eastern Visayas Region) as the group of LTO agencies located within these provinces.

Known as the “Gateway to Eastern Visayas” and the “Home of the Happiest People in the World,” Tacloban City is the regional center for Eastern Visayas. In addition to being the largest, this city is also one of the fastest growing in the region, which makes it the region’s urban, economic, and distribution center.

Although it houses the seat of power in the region, the LTO regional office is located in Palo, Leyte, where General Douglas MacArthur landed upon his return with Philippine and American forces following World War II. With such a great story, it made a great site for government offices like the LTO.

All frontline agencies and regional offices of the LTO, including LTO Region 8, are guided by the same mission and vision as the LTO Central Office.

Assist in the rationalization of land transportation services and facilities as well as the effective implementation of various transportation laws, rules and regulations. In their role in the overall development scheme of the national leadership, those involved in the public service must be more vigilant. Therefore, the LTO is committed to promoting safety and comfort in land travel.

Functions of LTO Region 8

Each of the frontline LTO agencies serves the same purpose and performs the same functions. Having said that, all the agencies under the LTO Eastern Visayas regional office share the same functions as the LTO Central Office.

Land transport safety and progress are monitored and ensured by all LTO offices. In Region 8, there is no difference between the LTO offices.

The following are some of the services offered by LTO offices in Region 8:

  • Renewal of a Filipino Driver’s/Conductor’s License, as well as Renewal of Filipino Driver’s License for Filipinos Living Abroad, via Plain Renewal or Advance Renewal

    • The renewal of a driver’s / conductor’s license with an examination is required if the license has been expired for over two (2) years, or if the license has ten (10) or more but less than forty (40) merit points

    • A change in classification from a nonprofessional driver’s license code (NPDL) to a professional driver’s license code (PDL) with the same nonprofessional driver’s license code (NPDL)

    • In addition to converting foreign driver’s licenses into Philippine driver’s licenses, we can also renew expired Philippine driver’s licenses with valid foreign driver’s licenses as part of the process

    • It will be changed from the Professional Driver’s License (PDL) code to the Non-Professional Driver’s License (NPDL) code, the DL code will be dropped and the clutch type will be changed

What is the location of Cadiz City?
