Lapu-Lapu City’s Land Transportation Office (LTO) has two branches. Lapu-Lapu City has two licensing centers, one of which is the District Office (DO) and the other is the Licensing Center. Lapu-Lapu City’s two offices provide the agency’s services to the locals, enabling the agency to fulfill its mandate to keep the streets safe for pedestrians and drivers.
While maintaining a safe road network is important everywhere, it is especially important in Lapu-Lapu City, as it is home to the Philippines’ second busiest airport, the Mactan-Cebu International Airport. There are over 10 million people coming and going every day in Lapu-Lapu City, making it imperative to maintain a safe road system.
Lapu-Lapu LTO refers to the LTO offices serving Lapu-Lapu City in the province of Cebu. Lapu-Lapu City has two LTO offices: the Licensing Center in Island Central Mall and the District Office in Brgy. The city of Pajo, Lapu-Lapu.
District offices and licensing offices both offer LTO services, though district offices may offer more types of services than licensing offices.
Lapu-Lapu City Licensing Center
The LTO Lapu-Lapu City Licensing Center is an off-site printing office located at Island Central Mall. There are three working stations in the offsite printing office, where 200 license cards can be printed for the regular lane and 100 for the priority lane for persons with disabilities, pregnant women, and seniors.
The program was launched with the hope of catching up with backlog license cards or receipts issued from November 2, 2016 onwards and transacted within Central Visayas only.
Lapu-Lapu City District Office
Formerly an extension office of the LTO, the Lapu-Lapu City District Office is located in Brgy. As a result of Republic Act No. 11105, also known as “An act converting the Land Transportation Office extension office in Lapu-Lapu City, Province of Cebu, into a regular LTO district office and appropriating funds therefor,” Pajo, Lapu-Lapu City came into being.

Where is Lapu-Lapu
Lapu-Lapu City is one of the cities that make up Metro Cebu, despite being administratively independent from Cebu province. Formerly known as Opon, the City of Lapu-Lapu has been renamed in honor of Lapu-Lapu, the Filipino hero who drove away and killed the Portuguese navigator and explorer, Ferdinand Magellan.
With over 490,000 residents in 30 barangays, Lapu-Lapu City is highly urbanized and a first-class city in the Philippines. In addition to coconut cultivation and fishing, it is home to Mactan-Cebu International Airport, the country’s second busiest international airport.
Lapu-Lapu City lies on a narrow channel leading from Bohol to Mactan Island, north of Cebu City. It is bordered on the north by the main island of Cebu. West of Lapu-Lapu City is Cebu City and the Mactan Channel. Its eastern side is bordered by the Camotes Sea, while its southern side is bordered by the town of Cordova.
Although it mostly occupies Mactan Island, a few kilometers away from Cebu’s main island, Lapu-Lapu City also covers some barangays on the Olango Island Group. In addition to the Mactan-Mandaue Bridge and the Marcelo Fernan Bridge, the city itself is also connected to Mandaue in mainland Cebu.
