What is the LTMS Portal?

An LTMS is an automated system for managing transportation. The portal provides 24/7 access to a 24/7 database and system that streamlines the LTO processes and makes LTO services more accessible to customers and employees.

Additionally, the LTMS serves as a 24/7 portal for the following services:

• Permit or license application for driver/conductor

• Renewal of an existing permit or license by a driver/conductor

• The registration of all motor vehicles

• Addition of restriction codes or categories

• No Apprehension Certificate Requests

• Accreditation for assemblers, importers, rebuilders, dealers, and other entities (MAIRDOE)

• Revision requests for records

• Viewing all unresolved violations in your profile

You can register for an LTMS Portal online account by following the steps below:

1. Enter the Land Transport Management System (LTMS) portal at https://portal.lto.gov.ph.

2. Click “Register now.”

3. Read the Terms of Agreement, then click “Yes, I Accept.”

4. Click “Next.”

5. Choose the type of registrant that you are.

Individual registrants should select “Enroll as an individual” when asked.

You can register as an organization or company by selecting “Enroll as an organization.”.

Please select “Yes” or “No” based on whether you already hold a Philippine driver’s or conductor’s license.

Please provide the following information if you already have a license:

• Number of driver’s license/conductor’s license

• Date of expiration

• The receipt number or the maiden name of your mother, if you do not have the receipt anymore.

• Click “Next” after verifying your nationality (Filipino or otherwise).

• First-time Filipino applicants: Please provide the following information:

The following information is required if you wish to register for an account and use the LTMS Portal Online:

• There are only a few selected LTO Offices that are capable of processing LTMS transactions.

• A free account can be created on the LTMS portal online.

• The LTMS portal offers online services such as driver’s license applications and renewals, theoretical course revisions and CDE testing, transaction history and submitted documents, among others.

• For documents and IDs submitted via the LTO LTMS portal, the portal also serves as a 24-hour database service.

FAQs

What should I do if I didn’t receive a verification email after creating an LTO portal account?

If you register for an account on the LTMS portal online, the verification process may take up to 24 hours. Verification links will be sent to you via email, so make sure you enter an active email address. If you do not see the email in your inbox, you should also check the other folders, including the Spam folder.

In case you have not received the LTMS registration verification link after 24 hours, you may already have registered for a new account since you are highly likely to have been unsuccessful.

Alternatively, you may visit the nearest LTO branch if you want faster assistance with your LTMS registration. Once there, you simply need to obtain an LTO client number, which you can use to access your LTMS portal account.

How can I verify my mobile number?

In order to verify your mobile number linked to your LTMS portal account, you must link the number. When you do, you should receive a code that you need to enter in the LTMS portal. To do so, simply follow these steps:

• Use the LTMS portal to access your LTO online account.

• Please click the Profile link.

• Click Verify New Mobile Number under the Contact tab.

• Please enter the code sent to your mobile phone.

• Then click Verify.

I forgot my LTMS account password. How do I reset it?

By clicking the “Forgot Password” link on the login page, you can reset your LTMS account password if you have forgotten it. You will need to enter your nominated email address or LTO client number and click “OK.” A link will be sent to you allowing you to set a new password.

Is there any way to change my email address?

No. The LTMS portal does not yet allow you to change your registered email address. Additionally, there is no option to do so on the portal. Getting in touch with LTO Client Care won’t help you, so be sure your email address is valid and active before registering for an account using your preferred email address. LTO’s LTMS SMS notifications can be sent to your nominated mobile number even though there is no option to change your email address.

What documents can be viewed and accessed through the LTMS Portal?

The LTMS portal online allows you to access everything you upload under your account once you register for an account. The list includes all IDs, permits, and other important LTO documents like your driver’s license, special permits, and the registration of all motor vehicles registered under your name. The LTMS portal online allows you to access all records of your transactions, traffic violations, penalties, and misconducts. In addition to applying for a Certificate of No Apprehension, you can also register your motor vehicle through the LTMS Portal.
