There are only a few selected LTO Offices that are capable of processing LTMS transactions.
A free account can be created on the LTMS portal online.
The LTMS portal offers online services such as driver’s license applications and renewals, theoretical course revisions and CDE testing, transaction history and submitted documents, among others.
For documents and IDs submitted via the LTO LTMS portal, the portal also serves as a 24-hour database service.

What should I do if I didn’t receive a verification email after creating an LTO portal account?
If you register for an account on the LTMS portal online, the verification process may take up to 24 hours. Verification links will be sent to you via email, so make sure you enter an active email address. If you do not see the email in your inbox, you should also check the other folders, including the Spam folder.
In case you have not received the LTMS registration verification link after 24 hours, you may already have registered for a new account since you are highly likely to have been unsuccessful.
In the event that you encounter the same problem and can’t complete the registration process, you can contact LTO LTMS Client Care by clicking on the Contact Us tab (https://portal.lto.gov.ph/ords/f?p=PUBLIC_PORTAL:CONTACT_US:3067547565022::::) and filling out the form with the information on your concerns or the problems you encountered.
Alternatively, you may visit the nearest LTO branch if you want faster assistance with your LTMS registration. Once there, you simply need to obtain an LTO client number, which you can use to access your LTMS portal account.
How can I verify my mobile number?
In order to verify your mobile number linked to your LTMS portal account, you must link the number. When you do, you should receive a code that you need to enter in the LTMS portal. To do so, simply follow these steps:

I forgot my LTMS account password. How do I reset it?

LTO’s LTMS SMS notifications can be sent to your nominated mobile number even though there is no option to change your email address.
